Coat the chicken:
In a medium bowl, mix the cornstarch, salt, and black pepper.
½ cup cornstarch, ½ tsp ground black pepper, 1 tsp salt
Add the chicken pieces and toss to coat evenly.

Cook the chicken:
Heat the vegetable oil in a large skillet over medium heat.
¼ cup vegetable oil
Add the chicken in a single layer (work in batches if needed) and cook for 6-8 minutes, turning occasionally, until golden brown and fully cooked.
Remove the chicken from the skillet and set aside.
Make the sauce:
In a small bowl combine honey, soy sauce, chili sauce, garlic, ginger, and sesame oil.
¼ cup honey, ¼ cup reduced-sodium soy sauce, 1 tbsp chili sauce, 2 garlic cloves, 2 tsp ginger , 2 tsp sesame oil, ¼ teaspoon cayenne pepper
Pour the sauce over the chicken in the skillet and stir to coat the chicken. Reduce the heat to medium-low and simmer until the sauce thickens(about 4 minutes)
Serve:
Serve sesame chicken over white rice, sprinkle with toasted sesame seeds, and garnish with chopped green onions before serving.
