In a large bowl, stir together drained tuna, mayonnaise, celery, scallions, red onion, dill pickle relish, lemon juice, garlic, and parsley. Taste and add salt and pepper if needed. Cover with plastic wrap and chill until ready to serve.
Add lettuce on top of white bread and pile on the tuna salad, serve immediately.
