Whisk all of the ingredients together and set aside.
Pasta Salad
Cook orzo pasta to directions on the back of the box. Strain and rinse with cold water until pasta is no longer warm. Allow to drain thoroughly.
While pasta is draining, prepare the remaining ingredients. Place the drained pasta, bell pepper, onion, cheese and mini Hormel pepperoni in a medium sized bowl. Add dressing and mix to combine. Let sit in the fridge to combine flavors for at least 2 hours.
During this time make the pepperoni cups by preheating the oven to 350 degrees. Place pepperoni slices into a mini cupcake tin. Bake for 7 minutes until crispy but not browned. Take out of oven and let the excess oil drain onto paper towels, set aside.
When ready to serve, place a small amount of the pasta salad on top of the pepperoni cups, enjoy!
